If not clean the carburetor and work the butterfly with your hand to loosen it up.
How does electric choke work on weber carb.
When using any of the other american autowire wiring kits such as a classic update power plus highway or builder series you simply need to take any ignition fused 12 volt feed use about a 10 amp fused and connect it to your electric choke assembly.
These used a 12 volt heating element much like a low powered toaster in place of hot air.
If the choke stays on too long or does not come all the way off then turn the choke housing clockwise until the choke just begins to open and stop and tighten the screws.

This would not be enough voltage to properly operate your electric choke.
In the mid 1970s electric choke springs were introduced.
As the engine warms up the automatic choke adjusts to the temperature change to regulate the fuel air mixture to the proper ratio.
Over time the automatic choke can become out of adjustment and will.
The automatic choke is the main component that regulates the air fuel mixture while the engine is being cranked.
The choke is adjusted by loosening the three screws on its ring then rotating the choke clockwise for less choke and counter clockwise for more choke.
Additional weber carb notes.
The fast idle speed screw is located behind the choke itself and can be adjusted to increase or decrease the fast idle rpm.
With the engine cold loosen the screws in the cover.
