To read the dial we note the lower number not the number that the dial is closest to.
Do not let the direction of the numbers on each dial confuse you.

Begin on the left writing the numbers down as you go.

When reading a gas meter read and write down the numbers as shown on the dials from left to right opposite of an electric meter.

Every dial on every meter revolves from 0 to 1 and through to 9 before continuing to 0 again.
